I remember seeing a video by a guy that writes for libraries who said any tracks that don't get picked up by a library get submitted to Pond5 and the like.

As for my opinion sync licencing equal to so called "royalty free" stock music licencing. The only difference is the price. I would say royalty free stock music licencing is a cheapest and easiest version of sync licencing.
