Congratulations. I have just made my Styrofoam fountain and I have put the white cement with water, and then I painted it. But by the time it dried, the cement on some sides and the paint began to peel off. From other sides just by squeezing it a little, the finger sank because it had no strength. Why did that happen to me? If I see that you only put that and I did the same. thanks.

I think the white cement layer wasn't thick enough. That's why it peel off. If you want to paint it with more color then you should use cement sand mixer instead of white cement. 🌹
