Breadboards are just for prototyping, when making an actual project you'll either need to solder like that or make a circuit board out of copper.

The 220 ohm resistors are unnecessary. Display brightness is adjusted by changing supply voltage. The CD4000 logic family has enough output resistance that such external resistors are not necessary most of the time. Not for such a demo anyway. The LEDs will get bright enough somewhere between 3V and 6V supply voltage I bet. So you can save a bit of time :)

Maybe he’s running it off a battery instead of a low voltage & current limited supply like a lab PSU. Or maybe he wants to not blow up the LED display when testing this device months or years from now, by forgetting what voltage it needs and connecting the wrong one. Or maybe he wants to show people that might use a battery instead of a lab PSU how to build this. Resistors are not unnecessary for these three examples.

Yeah, just have a 555 timer that pulses every second Run that through a counter Then into an EEPROM and out to the display Easy

You could use like 4 of this counters and let them count to 10, for the 2nd digit of the seconds, and get the reset signal on count of 6 for the 1st digit, and so on for the hours 😬
