No tutorials on a smaller size, but the instructions and tools needed are the same. Just cut the long poles to a shorter length and you got it.

Hi! This is great thank you much! Does it withstand the weight of the balloons well? Do you use any weights when setting up outdoors?

Yes, this does handle the weight of the balloons. I don't use weights with this indoors and it does just fine. If I use this outdoors I would definitely use weights. I use weights for all outdoor installs. Hope this helps!
