In your instructable your link for the power supply is wrong. That gets you a 21 VDC wall wart. These LED controllers all take 12 VDC.

It's refraction, not reflection. Light gets refracted at every edge which isn't perpendicular to it's direction of travel.

It's just a ckear acrylic plate; you can find these quite easily on Ebay or Amazon.
