Thanks, I used this method for many years in HO scale indoors using plaster and newspaper strips over wadded up newspaper. My garden railroad has a 6 foot mountain, cliffs, and water feature using the concrete method. Still good after 3 years.

can this be exposed to water features or can be used under the water?

+Distant Traveler I have used the same method for a water feature. In that case, I used a couple cans of that "flex-seal" spray. Rust Oleum makes several colors, but then I over-coated with Latex exterior paint. You're welcome! It seems pretty durable, still looks good after four years. Depends on thickness in areas where it might get stepped on, etc.
