Hello Mr. Sushildatta, this mentioned Oil is not White Oil, rather, this is White Oudh, an inspired perfume Oil. You may please consider Alnuem White Oud for this purpose. As far as, making attar is concerned, Yes you can use certain Fixatives and essential Oils as well to make a perfect scent. Thank you

My dear, enhancing longevity and maintaining similarity projection are a main factors in crafting impressions of designer brands. However, if you need to focus on lasting you must strictly observe other factors as well. In this regard, whenever, you make an impression must check all the perfume notes on a website (fragrantica.com) particularly the ingredients of base note, lyral, glaxolide, hedion are Foxatives and good to enhance longevity or lasting so any one of these fixative be used in a very small ratio ( not more than 1%) of overall perfume compound. Notes that these fixatives shall have to be used in light of the base notes (as per details on fragrantica.com) so understand that those fixatives be considered that perfectly correspond to the base note
