So if it was a bad laptop battery why does it test so well and work as a power bank?

Battery health was good. The BMS was damage. I've Test the capacity of battery. It was 3000mA.

Considering that portable devices like phones, tablets and laptops are only allowed to have a max 9,999mAh battery for air safety reasons, a single cell isn't going to have much use as a power bank. And most devices do not have that much capacity. Even when using all the cells you will still get a max of ~9,999mAh. And you can buy 10,000mAh banks with fast charging and other modern features for $20. Also consider that if the cells are from an old laptop, then they're gonna be worn out and not have full capacity anymore. I applaud your attempt at trying to find uses for old electronics, but this is just really not worth the time or effort. By the time you get a BMS board shipped to you, find or buy materials for a case and spend the time stuffing around putting it all together, its just not worth it. Not to mention the danger of people wiring it up wrong and causing it to explode or start a fire. Those cells are probably not designed to be stacked like that for heat reasons. While in use, they will likely get hot and expand. Especially while charging. The battery cells are way more useful just being left in the old laptop and using the laptop as a server or donating it to charity. That way the whole device will still be useful and it will have some battery backup for when the power goes out. You're also creating less e-waste.
