I have seen many people reciting last 2 suras and blowing air on themselves,is this practice sunnah ??? they do it many times a day whenever they like???

Yes, i've heard that Ibn Qayyim and Shaykh al-Albani (rahimahumAllah) said that morning is from fajr to sunrise and evening is from asr to sunset.
