LibreOffice Draw is a free open-source application in the LibreOffice suite that allows editing of PDF files and for this purpose, add password protection to our PDF file. It is available for Windows, Mac, and Linux.

It's a miracle! Thank you-- I was actually able to do it after a few tries. (After days of trying to figure it out without Libre Draw). Now, I'm wondering: Is there a way to remove the password?

I looked it up online and tried the "Save As" function, changing the name, which produced the same document without a password. Then you have the option of deleting the original document, if there is no reason.to keep that version.

the only problem is that libreoffice is flaky - often if you try to open a pdf in libreoffice but created from another app, the formatting is all over the place

No, because you're exporting it from Libre to a regular .pdf :)
