Will the new handbook walk through a setup step with the group doing a review of the new cards and deciding what substitutions, if any, that they'll make?

what happens if you dont replace them.and just shuffle everything?

Is it just a suggestion to replace those cards or the best way to play? Played last night and loved it. Adding more cards to the decks with no big limitations would add variability. Also, consider adding more drive cards. That really helps add more variety to game play. I understand it's to stop people from playing above 5, but it would greatly help the players that won't play more than 5.

I think that they suggest replacing locations / suspects (instead of adding them) so that the odds that the same location or suspect come up more then one time in the same game stays consistent. I quite like when that happens, as it both adds to the suspicion on a suspect (two different players have had individual suspicious encounters) and doubles the odds that they did it in the end. It funnels suspicion by the group on a whole to see someone pop up twice over the course of the game, and adds a narrative thread to that npc. I don't think that just adding them to the decks would break the game, but it would lessen the odds that the same person or place are drawn twice over the course of the game.
