What if instead of the whole tower falling, it only makes one other block fall out, does that count as a loss? Also, the instructions talk about tapping blocks and then replacing them. I didn't understand that, but it's not covered in this video.

A block can only be removed from below the top most completed level? I don't understand that

He should have said that you can remove any block from any level except the highest level with 3 blocks, otherwise everyone would just go for the highest level and avoid the trickier lower levels.
