That’s how it should be played. Marr played and recorded in F# tuning on a lot of The Smiths songs including this one. A capo on the second fret will give you the same effect more or less. I prefer it in F#. Look back at some of the old live recordings.

Just in a different key. He often had to change key to fit around Morrissey vocals. Now I expect this was how it sounded when he wrote it originally. Now he doesn't have to consider Morrissey lol.
