The pluses to the statistics are only applied if they are upgraded. So before any upgrade minimum is 2 and maximum is 4.

The squares are not for vaults, they are for covering the daggers on your character board to mark upgrades.

I was thinking the same thing. That looks more logical. The other explanations by this same guy were more clear.
