A safety reminder: to dispose the leftover cleaning solution , place the solution outside in a sunny place, and let the solution's active ingredients disintegrate for at least 24 hours. Then use it as a weaker but safer cleaning agent for floors, washing cars, etc. Unless the sunning process is completed, Do NOT flush unwanted cleaning solution directly into the toilet (it would destroy the septic tank bacterial system) or any other water system (highly toxic to the environment). Thank you for taking care of the environment we live in!

Would it make a difference if I add 1 TBSP of chlorine powder directly to 2 Liters of water, or do I really need to mix 1TBSP of chlorine to 1 Liter of water then mix that to another liter of water?

2L water = 2kg. +15g HTH = 2.015kg. 15g of 70% HTH = 10.5g Ca(OCl)₂. 10.5g ÷ 2,015g = 0.521% Ca(OCl)₂

No. Bleach is oxidising and corrosive to skin. For hand sanitisation, either soap and water or at least 70% isopropyl or ethyl alcohol will be required.
