Taking an average of all skins and stickers is a very inaccurate way to do it. By doing that, you've assumed that holos and foils have the same odds as normal stickers, which is no where near realistic. You've also assumed that all conditions of skins are of equal rarity, which is also very wrong. The best and safest bet it to go for cases

Well, the most cheapest blue skin from 2021 Dust 2 collection is on steam market for 2,79€ so I will try my luck and buy 10 cases (for 20 stars) and 20 or 19 Dust 2 collection (maybe 4 stickers for collection 80/76 stars and 4 stars for 4 stickers). And also I will buy 2nd ticket and try to leave it in my inventory and I will wait until it 2x it's prize.

At the end of the day, operations were meant to have fun doing some cool shit in the game but if there's a way to get your money back then that's pretty nice but it's not the goal of it. The last operation I was part of was the Operation Hydra and I lost interesting with Shattered Web, Broken Fang and the new one ofc Riptide. It's just not the same anymore.

The odds for the sticker and collections is not same, so average of prices which you did is wrong. Cases return is on point, Red agents will decline but still if you go for Pinks and assuming Red agents are still 10euro, you will end up atleast 3x the price of pass or even if you buy cases to sell So the best bet would be to spend 75 or 80 stars on Agents/Case and spend rest on Sticker/patches/Collection Skins or try for USP Whiteout FN because you will regret not trying your luck for the Gold AK or AWP hydra Who knows maybe you will get lucky even with a pink , it will still be 20x the operation pass price.
