You should have shown the roots. Buds can appear without roots but will wilt later once exposed if root system is not fully developed. I hv done this before. This is just half of the story...

You are absolutely correct. The stem does not develop roots. These leaves will fall off after few weeks growth.

Without winter season you can do it any time in a year. When root will grow that time is you need to remove plastic cup and shift your final place.
