What can you do if the application just became dormant for well over 20 months with no movements on it? it says that customer service will only read to you what they can see on the screen, which is under processing.

If my spouse is currently outside of Canada, but she already has a temporary visit visa and she may be here in Canada in the middle of the application process, should I still say Outside of Canada or in Canada? For example, I plan to submit application within April 2024. However, my spouse will be here as a visitor around December-January (perhaps the process of the Permanent visa will be in progress still).
