You don't even need to steal the police helicopter because it's on the roof of the police station in Los Santos but it is not always there.

Easily one of the hardest tasks in Grand Theft Auto history. You might think that the police maverick is just another attacking model like the attacking police helicopter is in Vice City, then you're wrong. You can actually fly this dang thing. But, you really should not consider trying it out, as it's both hard on the PS2 and the PC. If you don't want to waste time, click off the video.
