In the exemple "My computer WASN'T being cooperative today" can one use the present tense instead of the past tense, like "My computer ISN'T being cooperative today."

My name is Marcel I'm Brazilian, I'd like to know, how can a you tell the difference and these two sentences: I'm happy ( a state of being happy) I'm happy ( I'm a happy person, in my life I'm happy) because in Portuguese they are: "Estou feliz" "Sou feliz" for example: I'm happy with this month wage( Estou feliz com o salário deste mês) I'm happy with my wife/life ( Sou feliz com minha esposa/vida)
