Skins are different, do what your skin loves. When you keep following what people do you will get confused more. I do use tonner yes but not all the time, and yes depends also with which products are you using. Also advanced snail mucin acts as a tonner.

NO snail mucin 92 is a moisturiser while snail 96 is a toner for cleansing and hydration
