Saree over jeans..!! not a good idea. It will get stuck between legs while walking.. you may try a warm skirt under in place of peticot..

You may also try wearing muga(golden silk) mekhela chador from Assam or even certain hand fabric mekhela chadors from here. They give looks similar to saree and give warmth because of the fabric.

How do you think you'd pee wearing a saree over jeans?? Saree is worn with petticoat for a reason right? If you wanna warm your legs then try the saree with petticoat and then wear a extra stocking or leggings. But that wouldn't be as comfortable as with petticoat only.
