Ya. Hagrid locos for example come back WITH the buff. And major mana ramp for decks with both snitch + niffler. He's very good.

There's already a Sirius echo in Taiwan version. Might be released later this year. I think lupin echo or companion would be really cool

It can but it's not that good for Luna. Dumbledore won't copy Luna's special 2 cost summons.
