The hints are actually a big giveaway for the thieves Jin and Yoongi. 'The culprit is shy in real life' obviously points to Jin, they even agreed to it in one of their interviews but they confused themselves with other members coz they want to pit the one they are suspicious about. 'The culprit always has something on his hand' obviously Yoongi because he was the only one who never let go of the stick given to him from the beginning while the others either carelessly left or lose them somewhere. The staff just covered for them for the glasses and the white cloth.

However you're right I don't think they completely knew who it was I think what's why they kept testing different people to see their reactions but got confused because they were expecting 3 people to be thieves. Yoongi was soooo funny in this but it was really obvious he was a spy, Jin did really well I didn't actually suspect him until they were talking it through.
