If we fully close the throttle valve will the flow becomes zero

It should be.... you can check by open hose pipe and reduce to zero

@@gopalstudystudio1249sir suppose if I adjust the valve and if I don't lock the Allen key then will it control flow or I have to lock the Allen key compulsory

Allenkey screw used for locking the throttle so that any unknown will not rotate it
