It is the Essex Hydroplane Racing Club in action. C/U of a man watching through binoculars and various shots of the boats (one point of view shot taken from on board one of the boats).
Narrator tells audience about the boats - how much they cost, how much petrol they use etc. over shots of the race. C/U of man in a control box jotting down times. Some of the enthusiasts are former motor racing drivers - they have split-second judgement. M/S of man standing with a chequered flag. Low angle shot of a large timing clock. Man waves the flag and the boats move past.
Paperwork lists drivers as Ken Aldridge (Lazybones), Claud Mayers (Tiger), Harry Place (Clipper) and Sgt "Chuck" Church (Whoops).
Note: this item also appeared in CP 001. This version may be longer - the shots are certainly in a different order and the commentary slightly different but it is essentially the same story.
