Using either Fi or Link for this one is up to you. I just went with Fi since she was at a lower level.
Taking out 700 units in a competition setting goes by a lot faster since a lot of enemies spawn in every 100 KOs. Even if you use Fi, you still have a couple good area attack at your disposal to take care of this one quickly. Giant Bosses do spawn in this one, but honestly, ignore them and just go for regular units.

What level do I need my characters to be for this?

Technically, you can do this mission at any level as all the maps are accessible after beating the first Legend Mode mission. Whether or not you should when you have really low level characters is another thing. As I show, Fi can be in the 50s range and still do fine for some of these.

You need to do the south part of the map, then north then west then east

So, in the south you get the Deku mask. Which you need for the north so you can get the goron mask then you go to the west( great bay)where you get the zoras mask which then you can go to the east part of the map Ikena
