I also get mileage of 9-10 or even less sometimes because of heavy traffic 🥲 so now I leave for office a little late to save fuel and time both.

Taxes collected are not enough to build highways, at least earlier it was the situation so under Manmohan Singh introduced the PPP model for such projects. Obviously there were many irregularities and corruption in these projects. You need to research yourself if you want to find out the answer.
