You can get the Burgundian Inheritance as even a Sunni as long as you have a Royal Marriage.

The core creation cost option is always a bit better because claims and permaclaims both give ccr in terms of admin mana but the pure modifier core creation cost also gives coring time. No other modifier reduces time. Well i guess core time is also half for accepted culture but other than those two examples there is nothing else affecting core time which i argue is much much more important than the extra admin mana.

Technically if you had declared war on epirus and vassalized it while taking 1 province for yourself, then wait 12 months to core, you couldve annexed byz/athens.

So why didn’t you do the trick to get into a defensive war with Otto’s when you vassalize Byz? I’m surprised you waited for them to white peace rather than that, as you can quickly get all of Byz’s cores back.

Because I didn't have allies, and Ottomans would grind me into a fine powder, considering I also had to fight wars in Russia. I would if I allied Austria beforehand

Taking the permanent claims over the other bonuses when starting as muscovy is dumb. It would be like starting as castile and intentionally avoiding the iberian wedding. Or starting as france and intentionally avoiding getting the burgundian inheritance. Or starting as Austria and intentionally avoiding Hungarian PU

Yeah its stupid not taking the non perma claims Perma claims are not worth compared to +1 diplomat and 15% CCR

I have the same position, but I've seen some argue that while -15 CCR is good, you need to play really aggressively and time missions to not lose out on temporary claims. Which is kinda valid, Muscovy gets A LOT of perma claims, but pure CCR is just too rare of a modifier to refuse it
