I'd assume they were building a Sona rework, and then someone realized if they just tweaked a very small number of things, they could make more KDA skin money by shoveling out a vapid popstar instead of updating an older character.

Most ppl playing the game long enough can open the Tab screen fast enough to gather quick info bc we know what items look like and where they're usually present. Also, sometimes it's just to see who's fed in kills or not so we know who to run away from/target more. If he's not looking for information on the screen then it's usually just a muscle memory thing to do while waiting or walking to occupy yourself. I promise you though, the short time he opens that Tab screen is often long enough to gather information off of.
