Its rather dubious origin story is that it was an ancestor of Raikou brought from the distant past via time machine, but if you know your Johto lore, you know that's practically impossible. 24:26 That's Mega Charizard X. Like Mega Mewtwo X, it turns Charizard into a Fire/Dragon type physical attacker with the Tough Claws ability. It's basically "what if we got a bunch of 3rd graders to redesign Charizard" and Mega Charziard Y is much better.
