No actually not. There were thousands of sith before the “rule of two” was a thing. What you’re speaking of is very recent in the Star Wars universe.

They worked around it by having the Inquisitors be students, not apprentices. See Jedi Knight and Padawan vs. Darth Vader and ... Exactly. Darth Vader doesn't have apprentices that tag along with him everywhere.

Disney completely ruined Star Wars. Star Wars ended after episode three, and the originals plus the books. The Empire actually turned out to be the good guys because they prepared for an extra solar invasion by the Yuuzhan Vong, which could have only been prevented by the death stars that the Emperor created specifically for fighting against them. The rebel alliance was nothing but a group of terrorists that were out to destroy Galactic governments, thus paving the way for an extraterrestrial invasion of unheard of proportions, plunging the galaxy into chaos after its devastating Civil War. Mic drop.
