You can do this with Age of Conflict scenarios. Disable AI wars and just manually annex and make alliance yourself, you can also name alliance and countries, change colors... is all a big sandbox. And much easier to manage.

You can easly improve the game: Make two types of attack in the game: "INVASION" attack is automatic win regardless of size "CONFLICT" wins depending on the cumulative size of alliances in the conflict

A few things to improve. 1)you need flag emoji’s for the alliances 🇺🇸. 2) if there is a civil war/ lost territory flip a coin to see if that’s attacked. 3) attack direction should come from the capitol.

You could do revolts for countries that have cultural divisions or have taken over another country (the most recent one would be most likely to revolt); maybe in stead of civil wars.

You should spin if a WAR is successful or not and if they fail they lose a small amount of territory instead that goes to the one they tried to attack
