It's image stays in cells of your eyes, but when they communicate after watching this video, things get a bit mixed up and we feel like our surrounding is also moving. Actually our brain tries to fill that mixed up space by something which it has seen previously (like, this video) and thus it brings back the image and fills that space. And ig our brain is forced to bring these images back formed due persistence of vision. This is what i think I'm not a physics genius or anything I'm still a student and I'm still learning
