According to some nail techs, it makes the acrylics "stick" better and sometimes it looks better. I doubt it makes acrylics stick better, but some people think cuticles look bad so I can't say anything about that. Some nail techs actually avoid cutting the cuticles (e.g. Suzie from nail art education).
