I`m white and I`m English and I live in England and I have absoultely no idea how many black friends I have since I`m not in the habit of counting the number of them - as ( I`m sure ) is the case of the vast majority of Americans.

Anti-lynching laws were filibustered in the Senate a couple times in the late 1930s (I don’t think in 1940 itself). They never got past that. You seem to want to ask why FDR didn’t make Congress pass an anti-lynching law: right? The best insight into how FDR handled such stuff goes like this: he did not want to anger the Jim Crow Southern Democrats Prior to 1928, African Americans were a Republican constituency, to the extent they were allowed to vote at all.

This is what's so sickening about Trump - he talks about non-white people, the LGBTQ+ community, women, the disabled and every other minority group like they're Pokemons he's adding to his collection. "Look, everybody - I'm catching 'em all! I got these ones, I got those ones - I got a couple of shinies for this type over here! I got more of all of them than anyone else - my collection is so big, bigger than anyone's ever seen before..." And that's all it means to him. It doesn't enter his head that these people have lives, hopes, dreams, feelings - nope, they're just self-awarded trophies to show off to the world.
