To possibly answer the migration issue, as a puppet of Siam which has closed borders itself you are really only able to pull migrants from your customs union which is basically useless since Siam is closed.

In 9:47, it says that your country is not eligible as a mass migration target because your split state has less than 20 arable land in total. You can actually get mass migrations in Laos, but only if you own the whole state. It is also not necessary to enact multiculturism or separation of state and church, because the mass migration mechanic doesn't look at that.

Fire content as always maybe one thing. if you make mines or resources industry you can make your railways profitable by making it rely on the railway for transportation and you won’t have to subsidize them and you will get infrastructure out of it.

I play on the normal AI aggressiveness, if you want to decrease the chances of the ai joining against you make sure to always improve relations with them

I also got a couple revolutions but the one good perk of being a subject is not having to deal with them yourself

that is what makes starting as a puppet fun :) you can force trough anything with the military help of your overlord then use your forcefully modernized nation to beat your overlord :) unfortunately did not work out this time, but it gave me some ideas I'll try out.
