For safety, they don't allow people to stay in the way. Also, many people don't listen and ignore the guards. Many pilgrims have never ever left their hometown and don't speak either Arabic nor English, which is very frustrating for the guards thats why they might be shouting. Hope you understand

Ramadan means not only fasting. Ramadan means pray 5 time, read quran, 30 days fasting & zaqat ( Help poor people) also

you should understand them there are millions of people there and many of them don't listen to the guards and many people need to move and the people who just stay prevent the people from moving , and the guards their work is very difficult and they want to keep all people save, they shout to the people who don't listen to keep everything organised, so why people don't listen ,and as what I said there are many people ,how they can organise and people don't listen. if they couldn't be like that all people will do what they want and the result there will not be any system and the people will hit each other because there are not have any system .that why we should listen to them when they tell us to do any thing and we should understand them,hope I write good and you understand what I said because I am not a good English writer
