Cant tell if he was acting or truly didnt realize, but its not just fast ult charge. Same thing happened last time flats did randomizer as phara. Map is bugged, after you get ult the first time it is granting full ult everytime he respawns. I might be wrong but think its giviing him ult charge for deaths of the extra characters attached to him.
