It can't because people don't just get advanced placing and basement on the first day. If it was a new house option, maybe you can buy the game passes and you can now unlock the house. I think this could be a great feature. Maybe you can also upload your houses for other people to buy. But first you need to unlock the game passes for you to get the different houses.

Tip for bloxburg houses: If the linen lights are a little too bright, or you want a room to feel darker, use hurricane gray for the light! It still keeps the same aesthetic as linen, it just makes a house feel darker. Also, if you want the exterior to look lighter at night, use the basements gamepass, and put lights there. It makes it look lighter, without people actually seeing the lights.
