Not exactly. You're right that he doesn't own the base, but not that the owner must have known, the squatter must just have not been scarpering if the owner showed up. The law was not originally a codified law, but a common law right called "adverse possession" which grew out of court decisions over the past thousand years. It's worth noting that adverse possession never automatically transferred ownership, but made it impossible to evict. To gain effect the right did not require you to notify the owner, just simply not to be possessing the land covertly (hiding if the owner showed up), and you had to be occupying the land openly and *continuously* (within reason). Basically you have to be using the property openly, you can't pretend you're not living there and then jump out of the walls after a few years claiming ownership. If you ran away when the owner came along you would be proving that your possession was not continuous too. If you lived openly there and the owner just never checked up on the property or turfed you out, you'd gain adverse possession. The law changed relatively recently due to legislative intervention, though it still applies in some select situations. Assuming that the "land" was unregistered here, and assuming that the squatter didn't hide under a block of dirt, the squatter very well could have adverse possession. That said, the ownership doesn't actually transfer. Also under British law since about 2012 it's a criminal offence to squat in a residential property in most circumstances, and that was on top of a 1977 legislative change which forbade squatting with the intent to gain adverse possession (though was notoriously difficult to effect.) It was a complex area of law beforehand, and it remains so to this day. We still have portions of the law, and also principles imported to other areas (such as "rights of way", where your neighbour's continuous use of your land to drive over for eg access to their property for a decade or so can lead to him obtaining a right to use it forever - essentially an adverse possession but only in regards to one usage like travelling over it. My family had this happen to them). It's even more complex than all that. So yeah, you're right that he didn't get ownership, but it's for a mildly different reason, and also because adverse possession doesn't grant title but what is basically a pre-equity equitable right.
