That’s doesn’t have anything to do with luck- going to heaven is a conscience decision to accept Christ as your savior and follow him - he probably wouldn’t gamble with his money - of course if you spend money on it that you need to feed your family it’s wrong - really I’m not sure what Christians see different in a church raffle than this !
