Why such a short Walk phase, just out of curiosity? Is this to cross a wide street?

There's an intersection in my hometown that has long crosswalks, and it has a short walk phase and a long flashing phase (it lasts 22 seconds, I timed it myself.) They just have 12" Dialight LED hand/man signals; I think they really need to put in countdown timers.
