Why are you contradicting his score? He is worth it, I think. Maybe his sentences are short and ideas are simple, but his fluency and pronunciation is very good. He is using connected speech like natives. He is trying. I think he deserves this score. When I took a test in British council, I gave a very-very simple speech. There were a lot of pauses, no idea, no B2 vocabulary, no complex structre, pronunciation is not very good. But I got 6 in speaking. This means such kind of applicants like this guy can get 8 easily.
