The reason why the beginning of the game says "Don't trust "strangers"" is something you find out at the end of the game. "Don't trust strangers" is different from "Don't trust "strangers"" because strangers are in quotes, suggesting that they aren't strangers. This connects to the ending of the game when Claire says his dad looked so different he almost didn't recognize him at the toy store. Notice how he's the only one who lied about it which probably convinced Claire to keep shopping. Don't trust "strangers" basically means don't trust the ones who you want to be a stranger to you, in this instance, Claire shouldn't have trusted his father's word. Edit: Regardless of the actual gender of Claire, saying "he" is just a safe thing to do-- most protagonists are male or ambiguous-- to be honest.
