Well it's more the government. If it was cheaper to employ and pay native British people, they wouldn't bother with illegals. But it's not. It's the same business elsewhere don't worry. Like to pay a simple employee, you have to make insane profits. And then you still just pay minimal wage. Ie.: the employee will most likely steal from you and will be displeased about the paycheck. The thing is incarceration requires resources. Which country would be the one responsible for it? There's only so much space that they can "afford" to put up the prisoners. Especially if they're illegal immigrants. The most that countries can do, is to deport them back, refuse entry, etc.

Considering that most illegal immigrants on average also tend to cost their new host country more money than they generate, and also need to be housed, temporary incarceration followed by deportation may very well be less expensive than letting them stay, all the while setting an example to those considering making the attempt to enter. Simply deporting them would be like a slap on the wrist, there must be a more tangible punishment for the crime. If I'm not mistaken, many illegal immigrants also tend to destroy there passports and identification before entry so that customs can't identify them or their place of origin, making deportation difficult at best.
