You will have to understand how this works technically, Ukraine exports electricity. Yet the full electrical network in Ukraine, consists of many separate ones. It is not that you can take the exportable energy and lead it to your own people, since that is technically not possible, and will not be possible on short term. Secondly Ukraine has important energy contracts, which it needs to hold on to. Not just as for income reasons, but also not to undo those contracts and loose faith of it's importers.
