Here in Alaska it is illegal to shoot a fish with a speargun unless you are 100% submerged in the water, wonder if the same is true in Hawaii

Alaska is chalked full of regs and restrictions. Hawaii you don't need a fishing license and its very relaxed so I would imagine it's perfectly fine. If it was illegal i'm sure the internet warriors would be up in arms trying to get him arrested.
