Until 2011 and the breakdown of the veneer of communication and friendliness between Russia and Ukraine, owing to previous USSR agreements, the "fallout area" of Pripyat was managed by a mix of Russia and Ukrainian officials. I think that's why he says "that's what Russia allowed me to do" because he probably went through the Russian side. I don't think he was intending to imply it was Russian territory, I think he's just remembering he was dealing with the Russian state.
