So far, I’ve learned that the reason for the touching restriction is because we have to prevent animals from getting used to humans. If we keep playing with them, they will recognize humans as non-threat. It results in more numbers of poaching and killings by bad people, because they just don’t run away from them. Offering food would be a different thing because it would teach the seal to actively seek out humans in hopes of receiving food. The simple act of petting it or touching I don't think would motivate it to approach humans anymore than their behavior in this video did.

Almost all quoted cases involved the pup being physically removed from the beach and taken home. One case was taken to the car. One case saw the pup handled by ppl and dogs for the whole day.
